1. THE LAUNCH VISION
TO SEE KIGALI BECOME A CITY OF WORSHIPPING WATCHMEN — A PRAYING, HEALING, DISCIPLING, AND SENDING CITY THAT BLESSES RWANDA, AFRICA, AND THE NATIONS.
Prayer Union – Kigali is established as a local expression of the global Prayer Union movement.
We believe God is calling believers in Kigali to return to the altar of prayer, to stand together in unity, to carry the burdens of their city and nation, and to allow prevailing prayer to produce obedience, mission, and transformation.
Kigali carries a significant story.
It is a city that has witnessed profound pain, loss, and brokenness, but also remarkable rebuilding, reconciliation, resilience, and hope.
Therefore, the Prayer Union burden for Kigali is not simply to pray about Rwanda.
It is to pray for the healing, strengthening, and Gospel witness of Rwanda, while believing that what God does in Rwanda can become a blessing to the nations.
Our foundational conviction is:
A praying Church can become an instrument of healing, reconciliation, discipleship, and mission in a nation.
2. THE KIGALI BURDEN
Prayer Union – Kigali will carry five interconnected burdens.
KIGALI
We will pray for:
- families;
- churches;
- young people;
- children;
- communities;
- schools;
- workplaces;
- leaders;
- vulnerable people;
- neighborhoods; and
- the spiritual life of the city.
We will ask God to make Kigali a city of prayer, righteousness, peace, compassion, and Gospel witness.
RWANDA
We will stand in prayer for the nation.
We will pray for:
UNITY.
PEACE.
RECONCILIATION.
HEALING.
JUSTICE.
RIGHTEOUSNESS.
STRONG FAMILIES.
A HEALTHY CHURCH.
DISCIPLESHIP.
THE NEXT GENERATION.
THE ADVANCEMENT OF THE GOSPEL.
THE GREAT LAKES REGION
Kigali will carry a regional prayer burden for the Great Lakes region.
We will pray for neighboring nations and peoples, for peace, reconciliation, stability, Gospel witness, and the strengthening of the Church.
Our prayer will not be limited by national borders.
AFRICA
We believe Rwanda has a role to play in the spiritual and missional story of Africa.
We will pray for:
- African revival;
- African missions;
- church planting;
- discipleship;
- emerging leaders;
- Christian families;
- unreached peoples;
- African missionaries; and
- the transformation of communities.
THE NATIONS
The ultimate prayer burden extends to the nations.
We will pray for missionaries.
We will pray for unreached peoples.
We will pray for nations in crisis.
We will pray for Gospel movements.
We will pray for workers for the harvest.
And we will pray:
Lord, send us.
3. THE MANDATE
Prayer Union – Kigali exists to:
1. RECOVER THE ALTAR
Call individuals, families, and churches back to a life of worship, Scripture, and prevailing prayer.
2. BUILD THE WATCH
Raise worshipping Watchmen who will stand in the gap for Kigali, Rwanda, the Great Lakes region, Africa, and the nations.
3. CARRY THE BURDEN
Teach believers to discern and faithfully carry God-given burdens in prayer.
4. PREVAIL
Develop a culture of persistent, united, and faith-filled prayer.
5. STRENGTHEN THE CHURCH
Serve local churches and help them develop deeper cultures of prayer and discipleship.
6. PRAY FOR HEALING AND RECONCILIATION
Encourage prayer that contributes to a culture of forgiveness, reconciliation, peace, and restoration.
7. DISCIPLE THE NEXT GENERATION
Raise young people who know God, understand their identity, embrace their calling, and participate in God’s mission.
8. MOBILIZE FOR MISSION
Move believers from prayer into evangelism, discipleship, service, and missions.
9. RAISE AFRICAN SENDERS
Develop a culture in which Rwanda is not only a mission field but also a mission-sending nation.
10. MULTIPLY
Establish Prayer Unions in churches, communities, campuses, workplaces, and families throughout Kigali and beyond.
4. THE KIGALI VISION STATEMENT
Prayer Union – Kigali exists to raise a citywide community of worshipping Watchmen who recover the altar of prevailing prayer, pray for the healing and transformation of Rwanda, strengthen the Church, disciple the next generation, mobilize believers for mission, and send workers from Rwanda to Africa and the nations.
5. THE KIGALI CALL
PRAY
Seek God concerning Kigali and Rwanda.
WATCH
Stand spiritually alert.
PREVAIL
Persist until God gives direction, breakthrough, or release.
DISCERN
Listen to what God is saying.
OBEY
Respond to God’s direction.
MOBILIZE
Awaken others to God’s purposes.
SEND
Release workers into the harvest.
MULTIPLY
Raise another generation of Watchmen.
6. THE KIGALI PRAYER–MISSION CYCLE
The Prayer Union movement in Kigali will operate through:

Prayer is therefore not the end of the process.
Prayer becomes the doorway into obedience.
7. THE KIGALI SEVENFOLD EMPHASIS
The Kigali expression will emphasize seven areas:
1. PRAYER
Recovering the altar.
2. WORSHIP
Making God the center.
3. RECONCILIATION
Praying for healing, unity, and restoration.
4. DISCIPLESHIP
Building mature followers of Christ.
5. THE NEXT GENERATION
Equipping young people to carry the burden.
6. MISSION
Taking the Gospel beyond the Church.
7. SENDING
Releasing Rwandan workers into Africa and the nations.
8. THE KIGALI WATCHMAN
A Kigali Watchman is someone who chooses to stand before God on behalf of others.
The Watchman asks:
What is God saying to Kigali?
What burden is God placing upon us?
What should we pray?
What should we do?
Who should we send?
A Watchman therefore does not merely observe.
A Watchman:
WATCHES.
WORSHIPS.
INTERCEDES.
DISCERNS.
OBEYS.
MOBILIZES.
SENDS.
MULTIPLIES.
9. PRAYER UNION – KIGALI AND THE LOCAL CHURCH
Prayer Union – Kigali will operate:
WITH THE CHURCH — NOT AROUND THE CHURCH.
We will not seek to create another denomination.
We will not compete with pastors.
We will not replace existing prayer ministries.
We will not create unnecessary institutional duplication.
We will serve the Church.
We will strengthen the Church.
We will connect the Church.
We will mobilize the Church.
We will pray with the Church.
The Prayer Union should become a bridge across churches, helping believers discover what they share around the altar of prayer and the mission of God.
10. THE KIGALI UNITY MANDATE
Because Rwanda’s story makes unity and reconciliation especially significant, Prayer Union – Kigali will deliberately cultivate a culture of:
HONOR.
HUMILITY.
FORGIVENESS.
RECONCILIATION.
UNITY.
SERVICE.
We will reject tribal, denominational, generational, and social barriers that hinder the unity of God’s people.
Our identity is first:
IN CHRIST.
Our common ground is:
THE CROSS.
Our common assignment is:
PRAYER AND MISSION.
11. THE KIGALI NEXT-GENERATION MANDATE
We believe the future of Rwanda’s spiritual and missional witness will be profoundly shaped by its young generation.
Therefore:
THE NEXT GENERATION MUST NOT ONLY INHERIT THE ALTAR.
THEY MUST BUILD THE NEXT ALTAR.
Prayer Union – Kigali will intentionally involve:
- children;
- teenagers;
- university students;
- young professionals;
- emerging pastors;
- emerging mission leaders;
- young intercessors; and
- young worship leaders.
The goal is to develop a generation that:
KNOWS GOD.
GROWS IN CHRIST.
DISCOVERS PURPOSE.
SERVES OTHERS.
MAKES DISCIPLES.
GOES INTO MISSION.
MULTIPLIES.
12. THE KIGALI MISSION MANDATE
We want to see a transformation in how Rwanda understands mission.
Rwanda is not merely a place where missionaries come.
Rwanda can become a place from which missionaries are sent.
Therefore:
KIGALI → RWANDA → GREAT LAKES → AFRICA → THE NATIONS
We will pray for Rwandan missionaries.
We will mobilize Rwandan churches.
We will equip emerging mission leaders.
We will pray for African mission movements.
We will connect prayer with practical mission.
13. THE KIGALI PRAYER UNION STRUCTURE
The movement will multiply through:

14. THE FIRST LAUNCH OBJECTIVE
The objective is not to begin with hundreds of people.
It is to begin with faithful Watchmen.
The first Prayer Union in Kigali should be a small, committed community capable of:
- praying consistently;
- worshipping together;
- studying Scripture;
- discerning together;
- carrying burdens;
- serving the Church;
- mobilizing others; and
- multiplying.

15. THE FIRST 90 DAYS
DAYS 1–30
RECEIVE THE BURDEN
Gather the founding Watchmen.
Pray for Kigali.
Pray for Rwanda.
Study the biblical theology of prayer and watchfulness.
Identify the founding prayer burdens.
Establish a weekly prayer rhythm.
Begin relationships with churches and prayer leaders.
DAYS 31–60
BUILD THE WATCH
Train the first Watchmen.
Establish prayer watches.
Introduce the Prayer Union covenant.
Begin praying systematically for Kigali.
Begin collecting testimonies and answers to prayer.
Identify emerging leaders.
DAYS 61–90
MOBILIZE & MULTIPLY
Conduct the first public Prayer Union gathering.
Launch the Kigali Prayer Watch.
Conduct a Prevailing Prayer Seminar.
Invite churches and prayer leaders.
Establish additional Prayer Unions.
Introduce prayer for mission.
Identify potential mission partners.

During the first year, Prayer Union – Kigali will seek to:

We believe Kigali can become more than a city known for its history.
We believe it can become a city known for its prayer.
A city of Watchmen.
A city of worship.
A city of reconciliation.
A city of discipleship.
A city of mission.

A city that blesses Africa.

Therefore, we declare:
